In a cloud there are positive and negative charges, When the wind blows the positive charges go to the ground and the negative charges go to the bottom of the cloud, then the positive charges starts climbing up the abject, the positive and negative charges starts to move towards each other, like when a magnet is attached to another magnet, so when the charges meet they create a light. Maybe sum times the ice that is in the cloud touches each other and creates lighting like when the positive and negative charges meet.
